The hearings were attended by the People´s Deputies of Ukraine, leading scientists, representatives of the executive and local self-government bodies, law enforcement and judicial bodies, political parties, and creative associations. 

According to the attendants of the hearings, the mechanism of protection of copyright and related rights in Ukraine fails to be efficient, which "makes it impossible to create a civilized market of objects of copyright, provokes reasonable complaints of the creators of intellectual property, and requires urgent fundamental changes in the system of intellectual property administration in Ukraine".    

The attendants of the hearings dwelled upon the issues related to the computer piracy in Ukraine. Thus, as of Year 2007, the level of use of unlicensed software in Ukraine constituted 84%, which is the highest rate in Europe. The losses of the national economy inflicted by computer piracy totaled more than 400 million USD per year.  

The attendants of the hearings introduced Draft Guidelines which declare the necessity to regard the system of intellectual property protection as the top-priority of Government´s activity.   

The Committee also recommends that the budgets of the national television and radio broadcasting companies, the Laws on the State Budget of Ukraine for Year 2009 and following years envisage expenditures for payment of remuneration for use of objects of copyright and related rights.   

The Committee recommends that the Chairman of The Verkhovna Rada of Ukraine, the leaders of the Factions, the Chairman of the Committee on Rules of Parliamentary Procedure, Ethics and Support to Work of The Verkhovna Rada of Ukraine, facilitate adoption of the Resolution on setting up an Ad Hoc Inquiry Panel of The Verkhovna Rada of Ukraine to investigate the activity of the State Intellectual Property Department under the Ministry of Science and Education of Ukraine; subordinate State Enterprises that collect author´s remuneration and issue control stamps; organizations of communal administration that are registered at the State Intellectual Property Department under the Ministry of Science and Education of Ukraine.
